RunAcquisitions® with Noblis

As a federal acquisition professional, you know that source selection can be a complex, long-running and expensive process, and frequently faces protests.

After award, your contract management teams must account for every phase of the acquisition lifecycle while also ensuring compliance with all federal and agency-specific regulations. Challenges faced before and after contract award can include:

  • Sequestering and guiding the team, and securing and organizing the data to proactively defend against potential protests.
  • Ensuring the team follows the source-selection plan.
  • Managing an increasingly complex contract portfolio and a regular stream of modifications.
  • Performing quality reviews of deliverables quickly before automated acceptance of unsatisfactory products takes place.

Client Success Stories

Delivering a Solutions-based Telecom and IT Infrastructure Schedule Contract

A federal civilian agency needed to provide a comprehensive telecommunications and IT infrastructure contract that gave its federal agency customers a more streamlined approach to the fair opportunity acquisition process.

Noblis provided an interdisciplinary team of acquisition, telecommunications and pricing specialists and our RunAcquisitions suite to:
  • Deliver a contract vehicle flexible enough to meet current and future demands.
  • Conduct a successful acquisition that overcame both a pre-award and post-award protest.
  • Deliver the structure within the tool required to baseline mandatory services plus a wide array of optional services.
  • Award contracts to a total of 10 vendors, four of which are small businesses.
  • Provide greater stability with a 15-year POP and streamlining contract management.

A Private Military Network Acquired with Record-Setting Speed and Without Protest

A military client needed to complete source selection to provide a large, private network to serve 800,000 users with secure data and IT services, such as data storage, email and video teleconferencing. The client needed to avoid a successful protest which would delay the transition from the current environment.

Noblis provided source selection expertise and RunAcquisitions:
  • The client delivered responses to the GAO in record-setting time and successfully defended the protest of the $3.6 billion contract award.
  • The documentation exported from RunAcquisitionsTM was so thorough that one of the bidders withdrew their protest almost immediately.

The RunAcquisitions solution is a suite with three offerings to meet the unique needs of agencies and is available for government and commercial use.
