Vice President and Chief Information Officer
Mark Lay is vice president and chief information officer (CIO) of Noblis, a non-profit science and technology organization that serves the federal government. In this role, he sets and leads all areas of Noblis’ information technology strategy and implementation to maintain a secure and resilient infrastructure and deliver innovative services that evolve and scale with the company and customer missions.
Prior to this role, Lay served as Noblis’ deputy CIO and Solution Delivery Organization lead. During his 19-year tenure with the company, he has held several leadership roles and directed multiple transformational initiatives, including integrating multiple complex systems, earning FedRAMP authorization for Noblis’ platform- and cyber-as-a-service solution and accelerating value-driven technology solutions to customers. He is a two-time recipient of the company’s President’s Award for outstanding contributions to the corporate mission.
Before Noblis, Lay held technology leadership positions at AMS and Aspen Systems. He has extensive experience in both the private and public sectors and a strong focus on mentoring future leaders. He holds a B.S. in Computer Science from the University of Virginia School of Engineering and Applied Sciences and currently serves as a Board Member for the Fairfax County Government, Information Technology Policy Advisory Committee.
