3D Reconstruction Tool Using State-of-the-Art ML Algorithms
As part of our internally sponsored research program Noblis is developing a prototype for digital 3D scene reconstruction. This app enables users to automatically create high quality 3D reconstructions using state-of-the-art ML algorithms. The tool is focused on accessibility and ease of use where users can capture photos of a scene directly on their phone then upload the images to the cloud where they are automatically converted into a high-quality 3D model. The pipeline uses a new technique called 3D Gaussian Splatting. In as little as 30 minutes, users can view a digital replica of the scene directly from a web browser. Noblis research is continuing to explore extended applications of this technology, including immersive virtual reality (VR), automatic 3D object segmentation, and embedded annotations.

Enabling Data-Driven Decisions for Warfighters and Decision Makers
The Capability Program Executive CBRND Joint Project Lead for Enabling Biotechnologies manages national investments that support a layered defense against chemical and biological threats. Noblis developed the Rapid Access to Products in Development (RAPID) program for CPE CBRND to provide warfighters and decision makers access to developmental medical countermeasures, data packages, and doses to support emergency deployment and future readiness. RAPID is a centralized information-sharing system that enables data-driven decisions. By applying lessons learned from the COVID-19 response, RAPID delivers safe and effective prophylactics and therapeutics that can be rapidly fielded in response to credible chemical or biological threats.

Noblis Developed System to Help Determine the Safety, Reliability and Accuracy of AI Models
How do we determine if an Artificial Intelligence (AI) model is trustworthy? How do we identify weaknesses so we can fix them? And how do we explain these complex problems and solutions to people who aren’t AI experts to facilitate good implementation decisions? Noblis’ scalable AI Assurance Implementation (AI2) system is designed to rigorously test models using a suite of 14 different benchmarks that focus on three main areas and view results through a simple online interface.

COL (Ret.) U.S Army and Noblis Director, Countering Weapons of Mass Destruction (CWMD)
In his role at Noblis, Ben is a program manager on the DoD’s largest CWMD contract where he executes a comprehensive innovative technology and CBRN portfolio across the agency. He has more than 2 decades of experience fielding strategic systems, developing advanced capabilities, and leading programs in the R&D and CWMD arena including federal service as the Director for the U.S. Army Nuclear and CWMD Agency.
Dr. Katharine Jennings
Noblis Senior Science Manager
Dr. Jennings leads a multidisciplinary team of scientists at Noblis delivering mission-focused technical solutions in biodefense and emerging biotechnologies. She has extensive experience translating requirements into features and functionality and driving operational implementation of a transformative cloud-based platform that provides Warfighters with high quality data and robust decision support services.
Dr. Nat Fuller
Noblis Senior Fellow – Innovation and AI
In his role at Noblis, Dr. Fuller works with DOD, OUSD, CDAO, and the Intelligence Community on Zero Trust, AI/ML, cloud engineering, and cybersecurity. He is also an adjunct professor at Purdue Global and NCCU’s Project Kitty Hawk, and a former US Navy Avionic Technician.

Dr. McLean has a vast background in planning and training for responses to radiologic events and has worked extensively in R&D and field testing, providing expert analysis, advice, and training.
Danielle Williams-Wilburn
Noblis Corporate Business Development (BD) and Capture Lead
Danielle is a seasoned BD and capture leader with deep technical and policy expertise in CWMD, nuclear forensics, and nuclear nonproliferation. In her role at Noblis she is advancing mission-critical efforts across DHS, DoD, and other national security agency stakeholders. She has shaped national-level CWMD and nuclear forensics policy, contributed to congressional reporting, led interagency technical reviews and advanced U.S. nuclear attribution and workforce capabilities.
