SeaPort-e Task Orders

SeaPort-e is an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract vehicle sponsored by Naval Sea Systems Command (NAVSEA). This Multiple Award Contract was awarded in July 2012. No task orders have been awarded to date.

Past Performance
Space and Naval Warfare (SPAWAR) Systems Command Independent Systems Engineering, Technical Support, Acquisition Support & Scientific Services (ISETSAS&SS)

Provided technical support, systems engineering, and scientific services in seven broad areas of interest: technology management, evolution planning, technology evaluation, systems and services acquisition, independent validation and verification, assistance to systems users, and data architecture for the U.S. Navy, U.S. Army, U.S. Air Force, Office of the Secretary of Defense (OSD), Defense Threat Reduction Agency (DTRA), Department of Homeland Security (DHS), Federal Bureau of Investigation (FBI), and National Oceanic and Atmospheric Administration (NOAA).

Air Force Center for Engineering and the Environment (AFCEE) Independent Systems Engineering and Acquisition Support (ISEAS)

During the performance of the AFCEE ISEAS contract, a key AFCEE mission focus was to assist Air Force installations in the stewardship of government lands in part to make sure that  training areas and ranges were available to ensure warfighting readiness in the future. Noblis played a key role in the AFCEE Environmental Remediation Program-Optimization (ERP-O) by leading the technical aspects of the site visits, providing in-house experts, coordinating with experts from AFCEE's contractor base, providing system engineering support, and producing deliverables for the installations.

US Army Chemical Materials Agency (CMA) Program System Support

Provided scientific and engineering support in the evaluation of technology assessment, lab-scale results and scale-up analysis, system safety analysis, modeling and simulation, systems engineering, RAM assessment, engineering evaluation of intermediate and final design packages, and test and evaluation of prototypes as well as integrated systems operations for complex systems, cost and schedule analysis, and configuration management, and quality assurance during all lifecycle phases--from conceptual design and analysis of alternatives of these multi-billion dollar systems to their deployment, operations, and final decommission and disposal.

etaPartners offers clients expertise in the development and commercialization of a broad range of clean energy technologies. We are active in the development of novel combustion, heat transfer and energy conversion technologies for commercial, industrial, and transportation applications. In these projects, we apply state-of-the-art design tools such as chemical kinetics analysis, thermal analysis, computational fluid dynamics, and process simulation. We also provide technology-based consulting services to clients in a wide variety of industries. These assignments focus on technology assessments, energy efficiency improvements, air pollution controls, and utilization of alternative fuels.

SeaPort-e's Geographical Zones

The SeaPort-e acquisition comprises seven regional zones in which task orders will be competed based upon the principal place of performance.  


Quality Assurance

Noblis applies a systematic and analytical approach to quality assurance across the lifecycle of a project--from its design through its implementation--thereby ensuring that the product or process is fit for its intended purpose. Noblis designs and implements quality assurance plans to address the customer’s desired quality objectives and requirements. Noblis has developed performance measures and quality assurance plans related to the quality and timeliness of deliverables and software. Noblis has procedures for developing methods and systems for periodic measurement, collection, and reporting of performance data, including minimal acceptable defects.

Our Approach

The PMO, led by our senior management team, will follow ISO 9001 certified processes and guidelines consistent with the Program Management Institute (PMI) Project Management Body of Knowledge (PMBOK®). Coordination and communication among our customers, Noblis, and our subcontractors will be facilitated through dedicated, secured  web portals. This allows for greater collaboration and efficiency, giving SeaPort-e managers and contract personnel full visibility on the status, costs, and management of all task orders.

Noblis has refined its processes over years of successful management of federal project engagements, ranging from focused and quick-turnaround tasks to multi-year endeavors. Noblis uses its mature, repeatable processes and tools for disciplined project management and quality assurance. These processes are grounded in the PMBOK® approach and are incorporated in the Noblis Quality Management System (QMS).
