Background: 
Vernon has a proven performance record in challenging industry, operational, program management and engineering positions, including his current role as President of Noblis' wholly owned subsidiary, Noblis ESI, LLC. He has extensive experience in leading organizations and developing innovative solutions to some of the most complex national security challenges in Command, Control, Communications, and Computers and Intelligence, Surveillance, and Reconnaissance. His present work focuses on delivering National Technical Means to the last tactical mile. He has broad experience interacting with numerous federal agencies and Congress on reconnaissance operations, policies, and issues. Vernon is a retired United States Navy Captain and pilot with over 24 years of service which included Squadron Command, Division Chief on both the Joint and Navy Staffs, and Executive Officer of a Naval Air Station.

  • National Geospatial-Intelligence Agency’s Task Lead for Airborne Integration where he extensively influenced the development and implementation of the United States Imagery and Geospatial Information Service within the airborne reconnaissance community
  • NAVSEA’s Naval Fires Network Program Office, PEO TSC/PMS 454, as Principal Advisor to the Program Manager
  • Assistant Secretary of the Navy for Research, Development and Acquisition’s Direct Report DCGS-N Program Office as Deputy Chief System Engineer and Deputy Technical Director
  • SPAWAR’s PMW 120 DCGS-N Program Office as the Systems Engineering’s Division Lead for Project Planning, Monitoring and Control
